1. Introduction

The existing Modjo - Hawssa road is providing service for slow and fast moving vehicles, mixed motorized and non motorized users, trekkers, cyclists and animal driven carts. As a result, the road operates much below the design speed, and shows a high rate of accidents in both urban and rural sections, with loss of human lives and resources. Congested traffic in urban sections also results in a high level of pollution from poorly controlled exhaust gases.

The Ethiopian Road Authority (ERA) has planned to upgrade the Modjo-Hawolssa road to provide a long lasting solution to the present rapidly evolving problexns, and at the same time to contribute to the economic development of the country through improving road infrastructures.

The Arsi Negele-Hawassa section of the Modjo - Hawassa project is entirely located in the Oromia Regional State in the south central part of the Country. The project is designed to a 4 lane dual carriageway highway with area sparated median 9.0 meter width (swale ditch) and will have controlled access with grade-separated intersections to establish link with the existing roads and upgrading of the link roads is part of the project to facilitate easy flow of traffic and enhance the connection with the major urban centers. The Arsi Negele-Hawassa section has a total length of 52 km. The route starts before Arsi Negele town at Km150+000 and ends at Km 201+680 at Bishan Guracha.

Our office has requested the crusher site at Km 198,which is in the authority of Hawassa Zuria woreda in Sidama zone of Southem Nation and Nationalities Regional States and also in Shda woreda of West Arsi Zone of Oromia Regional States. Based on our request, Environmentalists and Sociologists have been moblized both from the Ethiopian Roads Authority,local woreda adinistrations and our offfice, in order to identify the environmental and social impacts. The acknowledgement hereby is given to concerned bodies for their valuable advice and suggestions for the proposed construction .

2. The Purpose of Site Visit

a. To identify the environmental and social impacts of the proposed construction

b. To conduct consultation with the relevant local government representative in view of the issue

c.To identify the land tenure and ownership status of the proposed land d.To propose the relevant mitigation measures for induced impacts

4. Finding of Site Visit

4.1 Consultation with Hawassa Zuria, and Shala woreda adminislrations

The environmental and social management team has held a consultation with the representatives of Hawassa zuria and shala woreda administrations regarding the selected area for crusher site. The team elaborates the purpose of the proposed crusher site plant as well as the location of the site .

4.2 Result of Consulfation with the Representative of Hawassa Zuria and Shala woreda adminisirations

The representatives from both woreda administrations support the proposed crusher site plant at Km I98 based on the following preconditions,

a.The Hawassa Zuria woreda administration is requested the prior implementation of the 32 Km road project (from Bishan Guracha to Hawassa Airport and Hawassa Referal to Hawassa Airport) which is already awarded to our office by ERA before Arsi Negele -Hawassa road project and the representative from our office agreed to prioritize. .

b. They are requiring full Environmental and Social impact assessment document c. Specific environmental and Social management plan d. Specific reinstating/rehabilitation plan

e. Letter or contractual agreement that can indicate that our office as the contractor,is entitled to use material from quarry,borrow pit and other amterial land without charge /free, including that there is no allocated budget for purchasing of materials

4.3 Identified Environmental and Social Impac& of Crusher Site (K198)

a. Although the crusher site (at K198) far from Hawassa lake around 3 km,our office wll give special emphasis for the impact to he lake.

b. Fauna- there axe no fauna that can be affected by the construction activities .

c. Flora- based on our observation,there is grass land around and there is no flora that can affected by the proposed construction of the plant.

d The site is far from settlement, therefore the exposure to various environmental and social impacts are minor/ insignificant .

d.There is no any residential houses that can be affected by directly or indirectly by the plant

e.Among the totally requested 20.06 hectare of land, 3 hectare of land is a farm land. On the farm land, people are producing maize, thus the expropriation process may adversely affect the farmers ecomomic source.

f.Although the representative of woreda administrations informed us the rest hectares from farm land as common grazing land,but we have not seen any livestock cattle on the area.

g.We also hold a public consultation with the local community. The team reveal the purpose of our visit plus the purpose of the construction. After raising some questions for clarification they expressed their full support for the project purpose.

5. Recommendation and Conclusion

a. The impacts on farm land should be mitigated or compensated based on the relevant national legal blasting.

b. Our office will supervise and manage the environment impact while construction of the referred project.

c. Our office will supervise and manage the environment impact while construction of the referred project.

d. Our office will supervise and manage health and safety while construction of the referred project.

e. Our office will conduct reinstating/ rehabilitation while completion odf the referred project.

f. The construction shall benefit the local community in terms of job and employment creation.
